Firms report cuts: 1990 data questioned. (toxic release inventory emissions)

A few companies have already announced decreases in 1991 toxic release inventory (TRI) emissions, with the reporting deadline delayed to Sept. 1. Meanwhile , Citizen Action (Washington) says 1990 TRI reductions were the result not of pollution reduction efforts but of reporting changes and loopholes in the law.

Ciba-Geigy reports a 24% decrease in air, land, and water emissions, to 6.4 million lbs from 1990 to 1991, while Ashland Chemical credits recycling efforts for a 23% reduction in emissions, despite increased production. Olin repors 4.4 million lbs in emissions, a 30% reduction, adjusted to reflect changes in the Environmental Protection Agency list of SARA …
